Building a Common Agenda for Prevention in the Western Balkans

On 21-22 March 2024, a diverse group of civil society actors, policymakers, and international and diplomatic representatives will meet in Podgorica, Montenegro to discuss challenges to conflict prevention and the reduction of ethnic-based violence in the Western Balkans.

Civil society has been at the heart of dealing with the past processes in the countries of the former Yugoslavia. They have fought together for justice and victims’ rights, helped to preserve the truth, supported tirelessly victims, and affected communities, and innovated new ideas for preventing mass atrocities, fighting impunity, and working with an inter-generational vision on dealing with the past.

They however need support. Civil society actors that work on dealing with the past face serious repercussions. Human rights defenders and activists who work on challenging divisive narratives are harassed and face reprisals. Working with victims over a long time requires resources and they have become scarce. There are new challenges of growing violent extremism, disinformation campaigns, and SLAPs. 

Hosted by the Western Balkans Coalition for Genocide and Mass Atrocity Crimes Prevention (CGMAP) in cooperation with Impunity Watch, the two days are aimed at fulfilling the following objectives:

  • Strengthen civil society, specifically at the grassroots level through high-level engagements by policy makers.
  • Contributing to building further alliances by strengthening the work of CGMAP
  • Adopt a solid monitoring agenda and identify joint actions toward change.
  • Define the strategy and working methodology of CGMAP and select priorities.
